UX vs DX vs fundamentals

In an area where there have been a lot of sensationalist things flying around, this is a good - measured - article about the deadlock between developer experience (DX) and user experience (UX).

However, there's another area where I see the current state of DX giving rise to issues and that's a neglect of the fundamentals. Things that are core to how users experience the web, such as semantic HTML and HTTP status codes, are simple problems but they require application of knowledge rather than an additional tool in the box.
